Is Visa a Card Issuer?

No. Visa does not issue or manage credit card accounts in the same way that banks and credit unions do. Visa is nothing more than a payment processor. Visa's role as a card network implies that it defines where cards can be used and enable the connection of merchants and card-issuing banks for payment processing. 

Many of the features offered by card networks such as Visa, such as travel insurance and emergency card replacement, are supported by the networks as well.

Is it required to utilize a credit card network?

Sometimes! The network's cards may or may not be accepted depending on where you use the card. For example, while there are four major payment networks (Visa, Mastercard, American Express, and Discover), tiny local shops may only accept payments from one or a few of those networks' card readers. Outside of the United States, the acceptance of the American Express and Discover networks is also limited.
